Our client is a leading City based firm of advisors and we are helping them appoint a regulatory consultant to undertake client projects and oversee a project team responsible for client deliverables .This role has a strong Investment bias around Payment Services Regulation and the Electronic Money Regulation (PSD2).

Role

An excellent opportunity has arisen within our Regulatory Consultancy department. The team provide assistance to regulated entities on compliance and regulatory issues, including, but not limited to…

  • Preparation of applications for authorisation for firms to be regulated by the FCA and PRA
  • Fund applications
  • Variations of permissions
  • Changes in controllers
  • Regulatory due diligence
  • Ongoing regulatory compliance support
  • Provision of outsourced compliance services
  • ICAAP / ILAAP / RRP preparation and review
  • Skilled persons reviews
  • Regulatory health-checks
  • The provision of training on regulatory issues
  • Preparation of fact sheets and technical guides

Core responsibilities

Technical...

Working with their clients to: 

  • Carry out gap analyses on the current regulation and the impact of PSD2 on the company
  • Take the lead on projects for the successful implementation of PSD2
  • Review and update all regulatory policies and procedures making sure the client is in full compliance with the most up to date regulations. 
  • Be able to draft applications in respect of the full range of payment services and e-money activities;
  • Be able to lead the application process in respect of all areas of PSD2;
  • Take responsibility for liaising with the FCA outlining the company’s compliance with PSD2
  • Be a point of contact internally and externally for regulatory queries
  • Identify risk in relation to a variety of financial products and services
  • Draft PSD2 Event-Driven Notifications
  • Proactively suggest improvements to client’s Compliance policies and procedures
  • Ensure the provision of prompt and accurate advice to clients on compliance and regulatory matters
  • take responsibility for horizon scanning and alerting clients and colleagues in respect of changes to regulation
  • Be able to provide MI and report to senior management
  • Positively promote and develop the service offering/client proposition and contribute actively towards the overall department
  • Assist other members of the team with ad hoc questions on PSD2 when required

People.....

 

  • Responsible for assisting with the management and development of the team of Regulatory Consultants who report to you on a permanent or per project basis
  • Assist the Partner and Director with people management; ensure all staff within the team complete work within allocated timescales and to the standard required. If problems occur, seek ways to resolve matters quickly and efficiently
  • Promote the Firm’s values in the team’s strategy and management/development of staff
  • Provide on–the-job training and coaching to team members
  • Provide ongoing mentoring and support for the professional development of the team
  • Assist with the completion of annual appraisals of direct reports and agree future professional objectives
  • Review and assess job appraisal forms submitted by direct reports
  • Maintain regular communication with Director and Partners and provide regular updates on team strategy, work schedule, client relationships and staff development 
  • Contribute and implement ideas for staff motivation and development
  • Identify requirements for additional staff resources or training needs and prepare and present the business case.

Marketing

 

  • Develop, manage and implement designated areas of the business and growth plans for RCS, in line with the Financial Services Sector strategy
  • Develop and implement specific marketing plans and provide regular progress reports to Directors and the Partners
  • Attend prospective client meetings and presentations
  • Develop professional connections, as identified with and agreed with the Director
  • Encourage suggestions for ideas and concepts for marketing opportunities from the team and manage those suggestions
  • Prepare and present internal and external courses/seminars on regulatory issues
  • Contribute articles for publications and electronic communication

Requirements.....

 

  • Solid practical experience gained within a similar Compliance or Regulatory role, within the financial services / consultancy environment
  • Professional qualification relevant to regulatory compliance from an accredited body
  • Educated at least to A Level standard
  • Be a Subject Matter Expert on PSD2
  • Sound understanding of EU and UK financial services legislation including PSD2, MiFID II, MLR, POCA, MAR, FSMA and Anti-Bribery and Corruption Act
  • A good grasp of a number of chapters of the FCA Handbook and PRA Rulebook and the current issues faced by FCA/PRA-regulated firms.  That may include an understanding of PRIN, SYSC, COBS, DISP, SUP and all specific sourcebooks and rules as applicable to payment services and e-money firms
  • Good understanding of the FCA’s approach to PSD2 and familiarity with EBA guidelines
  • Awareness of payment services and e-money business models and business practice in the UK and EU
  • Significant experience of managing projects
  • Experience of supervising and developing team members
  • Commercial awareness and ability to work according to the team’s financial targets
  • Excellent written and verbal communication skills.  Able to produce both formal reports as well as fact-sheets which interpret FCA/PRA rules into simple English
  • Willing to travel to clients in the UK and abroad
  • Able to question clients’ procedures and think of practical ways to resolve weaknesses
  • Excellent analytical skills
  • Able to use initiative, work unsupervised and comfortable taking responsibility
  • Able to meet strict deadlines
  • Competent using MS Office (eg. Word, Excel, PowerPoint)
  • Be a self-starter, able to think outside the box and research an issue
  • Results orientated with commercial awareness and a focus on business development
