Summary

Job description

The Deputy Director Offshore Risk is a critical role in the RIS senior leadership team. In this role, the job holder will be responsible for designing a comprehensive operational strategy to reduce Offshore non compliance and providing effective and visible leadership in an area of high political and media profile and scrutiny.

Responsibilities

Key Responsibilities Include:

  • Being the senior responsible person in HMRC for improving offshore compliance, co-ordinating cross-HMRC activity and leading engagement with senior partners across HMRC, wider UK government and internationally to achieve maximum impact.
  • Delivery of Revenue and Compliance targets and a range of high quality, value-add and tailored analytical compliance products and services.
  • Designing and delivering a cross-HMRC operational compliance strategy that enables voluntary compliance and effectively tackles deliberate non-compliance.
  • Designing a comprehensive risk treatment plan for Offshore risk and customers that addresses all forms of non-compliance.
  • Improving Customer Insight and understanding of Offshore risk through exploitation of bulk data and International Automated Exchanges of Information.
  • Procurement of Offshore Intelligence product.
  • Leading engagement with wider UK and international enforcement partners to improve co-operation, data sharing and co-ordinated responses to systemic drivers of non-compliance.
  • Leading HMRC's international response to Offshore Enablers of Criminality through the J5 community, ensuring effective co-ordinated strategies and activities with international Law Enforcement partners.
  • Delivering a high quality supply of tailored and targeted risk and intelligence packages to civil and criminal operational teams across
  • Positively influencing senior Policy HMRC and HMT stakeholders, and providing advice and briefing to Ministers and HMRC senior leaders and delivering effective communications internally and externally.
  • Working closely with leaders in the Operation delivery/tax profession including:
    • Government, senior Law Enforcement partners in the UK
    • Senior Executive and Strategic stakeholders in HMRC

To be successful in this role you will be an effective leader with the ability to bring together both strategic thought leadership, an ability to drive delivery to improve business performance and customer outcomes. You will demonstrate capability in the following areas:

Essential Criteria

  • An excellent leader and manager of people at scale, who is inspiring, confident and engaging and role models the Civil Service Leadership behaviours and values.
  • The ability to deliver stretching and sustainable compliance results under pressure, in a complex, and often ambiguous, business focused environment, translating strategic priorities into clear outcome-focused objectives for others.

  • Strong strategic skills, able to confidently make decisions, set direction and communicate effectively.
  • Strong interpersonal skills, able to work collaboratively to build effective relationships and work in partnership with and influence senior stakeholders and colleagues (both within HMRC and the wider Civil Service) and external stakeholders.


Desirable Criteria

  • Experience of working in a compliance and / or law enforcement environment would be beneficial.
