The EIB, the European Union's bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C) – Credit & Climate Risk Department (CCRD) – Climate-related & Environmental Risks Unit (CERU), at its headquarters in Luxembourg, a (Senior) Climate Risk Officer (*). This is a full time position at grade 5/6.

Purpose

As a leader in climate finance and climate action and a provider of long-term financing, the EIB aspires to be a frontrunner in climate risk management. As part of its Climate Bank Roadmap, the Bank has developed relevant tools and policies, and is committed to further enhancing and developing its capabilities in this field (with a view to extending from climate to other relevant environmental risks).

The Climate and Environmental Risks Unit (CERU) develops and implements climate-risk related tools, stress testing scenarios and reporting frameworks, driving the inclusion of climate risk into the EIB’s risk appetite statement, credit strategies and capital planning. The Unit follows the newest developments in the areas of climate-related and environmental risks, and participates in projects and/or working groups of horizontal nature, both internally with colleagues across GR&C, as well as in other Directorates, and externally with other banks, specialists and professional associations, in order to share best practices.

As (Senior) Officer, you will lead GR&C’s contribution to the further assessment, quantification, development and integration of climate and environmental risks into the Bank’s risk frameworks, in order to ensure the implementation of the EIB Group Climate Bank Roadmap within the Directorate.

Operating Network

Reporting to the Head of CERU, you will work in close cooperation with other Department members, with extensive interactions with colleagues across the GR&C Directorate, as well as in other Directorates, such as OPS (front office/origination), PMM (monitoring), PJ (in charge of technical, economic and environmental assessment at project level), and SG (the Secretariat General)

Accountabilities

  • Drive the inclusion of climate risk into the Bank’s risk framework, including credit strategies, risk appetite statement, stress testing and capital planning
  • Follow regulatory/supervisory developments and best banking practice in the ESG domain, and help define the Unit’s strategy to comply with these
  • Ensure the improvement of existing climate risk models and the development of environmental risk models
  • Enhance GR&C’s framework for internal and external reporting on climate risk exposures and risk management approach
  • Provide guidance to colleagues dealing with risk-related topics of the EIB Group Climate Bank Roadmap
  • Develop and improve procedures, support and control systems, IT systems, methodologies and working tools in relation to the GR&C’s contribution to the Climate Bank Roadmap
  • Oversee the quality and accuracy of information/data input into various IT systems.

Qualifications

  • University degree, preferably in relevant subject. Post graduate education and/or professional certifications in a relevant domain would be an advantage
  • Extensive experience in a lending/credit risk related field (such as credit assessment/pricing/origination/monitoring/rating/modelling/policy) including direct exposure to/demonstrable interest in climate or environmental aspects 
  • Proficiency in reviewing documents in relation to the supervision of the banking/financial sector would be an asset
  • Proficiency in reviewing models
  • Understanding of EIB policy and objectives
  • Knowledge of standard computer tools and IT applications supporting lending transactions
  • Excellent knowledge of English and/or French (*), with a good command of the other. 

Competencies

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.

The term of the contract will be 4 years. The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

The envisaged start date for this role is January 1st 2023
