TITLE: BSA CDD/EDD INVESTIGATOR II

GENERALDESCRIPTION
In this role, the BSA CDD/EDD Investigator II is responsible to detect, review and report on potential suspicious activities filtered by various AML systems. As a BSA CDD/EDD Investigator II, you will investigate external inquiries via Legal (subpoenas), internal investigations other groups (fraudulent instruments and inquiries), and other related transactional activity. The BSA CDD/EDD Investigator II is an experienced level position within the BSA Department. Responsible for providing technical regulatory guidance on complex Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), and Customer Risk Rating (CRR) subjects for the credit union. In this role, you will provide subject matter expertise on CDD/EDD and Customer Risk, supporting the Team s Supervisor to ensure BSA/AML compliance. Responsible for ensuring that the Credit Union meets both regulatory and internal Enhanced Due Diligence Requirements and Enhanced Due Diligence reviews on high-risk customers. Partner with stakeholders within the BSA Department and the lines of business to facilitate feedback on efforts related to process improvement, program enhancements, and continuing customer due diligence processes and controls within the Credit Union. Assists the Supervisor with maintaining the Golden 1 s High Risk Customer Methodology and related EDD Governance.
TASKS, DUTIES, FUNCTIONS 1. Conduct investigative/intelligence research of individuals, entities, and/or events related to current or prospective customers through public records, open-source media, vendor systems, or other research tools. 2. Conduct investigative/intelligence analysis of collected information including current or prospective customer's client profile, background, business operations, know your customer ("KYC") information, and transaction history. 3. Draft assessment summaries and other written investigative/intelligence products to support judgments, decisions, and recommendations. 4. Performs non-documentary CIP and CDD/EDD reviews on members in accordance with regulations and Credit Union policy. Ensures compliance with guidelines set forth in federal/state anti-money laundering laws and regulations including the Bank Secrecy Act and various sanctions regulations, and in accordance with policy/procedures set by the credit union. 5. Serves as resource to branches/departments inquires related to AML/BSA questions to provide best information possible regarding AML/BSA regulations to better serve the members and the Credit Union s interest. 6. Conducts enhanced due diligence reviews of high-risk customers and watch list customers as required and reports any suspicious activity. 7. Monitors compliance with customer identification, customer due diligence, beneficial ownership, and OFAC requirements. 8. Assists in collecting documentation for examiners, auditors, law enforcement and governmental agencies regarding BSA/AML monitoring records. 9. Participates in moderate to complex project initiatives as the primary subject matter expert. 10. Work effectively across varying groups and teams within the AML Operations environment. Meet key team performance standards while additionally setting personal performance goals. 11. Conducts quality control reviews; participates and assists in key training and learning opportunities and seek additional knowledge acquisition proactively. 12. Maintain a thorough understanding of state and federal laws and regulations related to credit union compliance including bank secrecy and anti-money laundering laws appropriate to the position.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASKS 1. Effective oral and written communication skills required to assist other staff, constructively follow-up on member inquiries, communicate clearly with management, and perform other related tasks. 2. Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and other standard office equipment, such as financial calculators, personal computer, facsimile machine, and telephone.
ORGANIZATIONALCONTACTS&RELATIONSHIPS 1. INTERNAL: All business units and departments as needed. 2. EXTERNAL: Federal, state, and local law enforcement, vendors and business partners, and industry peers as needed.
QUALIFICATIONS 1. EDUCATION: Associates or Bachelor s degree in Criminal Justice, Business, or a related field preferred; or a combination of professional experience and education. 2. EXPERIENCE: At a minimum 5 years experience in a financial institution, BSA/AML. CDD and EDD experience, conducting and managing financial investigations and/or research such as in credit union operations, security, compliance, and legal areas including criminal and/or civil litigation, researching, comprehensive reporting & documentation; or law enforcement experience, or Fraud experience. 3. KNOWLEDGE/SKILLS: • Written and verbal communication skills, along with strong interpersonal skills to effectively communicate with internal and external stakeholders. • Knowledge of Credit Union products, services, policies & procedures. • Intermediate knowledge of AML/BSA, OFAC and Federal/State Regulations. • Good organizational and analytical skills. • Strong attention to detail in working and investigating files with emphasis on deadlines. • Strong PC skills - Windows and MS Office Suite. • Knowledge to operate electronic banking equipment. • Must be self-motivated and capable of exercising sound judgement, working both independently as well as in a team environment.
PHYSICAL REQUIREMENTS
1. Prolonged sitting throughout the workday with occasional mobility required. 2. Corrected vision within the normal range. 3. Hearing within normal range. A device to enhance hearing will be provided if needed. 4. Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.
LICENSES/CERTIFICATIONS At least one of the following certifications: Certified Anti-Money Laundering Specialist (CAMS), Professional Certified Investigator (PCI), Certified Fraud Investigator (CFI), Certified Financial Crimes Investigator (CFCI), or Certified Fraud Examiner (CFE). Otherwise, must be obtained within the first year of hire.
